Welcome to IBC-LEO!

On behalf of the officers and board members of the Illinois Black Caucus of Local Elected Officials, Inc. (IBC-LEO), welcome to our official website where you will find information about our organization and the causes we support.

We are dedicated to equipping elected officials, our members and stakeholders with the support, tools, training, technical assistance and advocacy that facilitate their growth, development and leadership capacity.

Our organization is here to assist elected officials and our members to better serve Illinois communities, and we can only do this by members partnering with key stakeholders addressing pertinent issues to make Illinois the ideal place for us to live, work and play for Black people.

It is my desire to ensure that the organization provides the tools necessary for continual development of our members as they become effective advocates benefiting the many municipalities throughout our state.

Our Mission, Goals, and Actions

The IBC-LEO's mission is to represent the interests of Black officials and the greater Black community within the State of Illinois, the National Black Caucus of Local Elected Officials (NBC-LEO), and with African American Mayor’s Association (AAMA) along with related state and national organizations. This mission will be achieved by:

  • Identification of issues of concern to the Black community.

  • Vocalization of issues through sponsorship of educational seminars, visible position-taking, and heightened concerted involvement in state and federal advocacy organizations such as Illinois Municipal League (IML) and National League of Cities (NLC) . 

To achieve its goals, IBC-LEO partners with the Illinois Black Legislative Caucus (IBLC) on the 4 PILLARS

After the tragic deaths of George Floyd and other members of the Black community last spring sparked widespread protests, the Illinois Legislative Black Caucus seized the moment and embarked on an ambitious plan to dismantle systemic racism in the state of Illinois. After months of hearings, they introduced legislation to reform four key pillars of Illinois of government: criminal justice; education and workforce development; economic access, equity, and opportunity; and health care and human services.

IBC-LEO Get Involved

In order to be actively involved with IBC-LEO, individuals are invited to become members. There are six categories of engagement and they are as follows:

Elected Members
Persons holding elected office state, county, township, along with municipal positions such as mayor, council member, commissioner, or any similar position.

Corporate Members

Businesses that agree with the mission and purpose of IBC-LEO.

Supporting Members
Persons that are not municipal / governmental employees but agree with the purpose of the Caucus.

Alumni Members
Persons that no longer hold a position in municipal government but wish to continue serving on the Caucus.

Student Members
Persons that are currently in school and are not municipal/government employees.
